About the Project:

Council is upgrading the intersection of Leawarra Avenue and Ulster Avenue, Warilla, through the construction of a roundabout. The intersection has been identified as a high-risk location due to vehicle speeds and a history of crashes and near misses. The upgrade aims to reduce the frequency and severity of crashes by slowing vehicle speeds, and providing safer crossing opportunities for pedestrians.

Timeline

Preliminary Investigations – Complete 2024
Early studies and site investigations to understand existing conditions, identify constraints, and confirm the project’s feasibility before design work commenced.

Detailed Design – Complete late 2025
The concept was developed into detailed plans, including technical drawings, materials, and specifications needed for approvals and construction.

Utility Service Approvals – Current (expected to be finished by February 2026)
Work with utility providers such as water, electricity and gas to ensure underground services are identified, protected or relocated as needed before construction can safely begin. 

Contractor Engagement – February 2026
A construction contractor will be appointed to deliver the roundabout and associated pedestrian safety improvements.

Construction – April 2026
Works to be underway. Key priorities during construction include maintaining traffic flow, car parking, pedestrian access and minimising noise during construction. Subject to final approvals and contractor engagement.

Project Completion – May/June 2026
This milestone marks when the roundabout and pedestrian safety improvements are ready for use, helping to slow vehicle speeds and make the road safer for everyone.

FAQs

Will there be any impacts to residents’ homes?

No property acquisitions are required for this project. Some temporary impacts such as noise, traffic changes, and limited driveway access may occur during construction, and affected residents will be notified in advance. 

Will there be any impacts to pedestrians?

Pedestrian safety will be improved as part of the project. The existing bus stop on Leawarra Avenue will be relocated approximately 25 metres south to improve sightlines and reduce potential conflicts with roundabout traffic. Safe pedestrian access to the bus stop and surrounding footpaths will be maintained throughout construction, with temporary arrangements in place where required. 

How many accidents or near misses have occurred at this intersection?

There have been two accidents recorded in the online statistics. In addition to these, two severe accidents have occurred at the Leawarra-Ulster Ave Intersection over the past 12 months. These may appear in online statistics in the future. 

What safety improvements are expected after the upgrade is complete?

The upgrade is expected to significantly improve safety at the intersection by reducing vehicle speeds, which lowers the likelihood and severity of crashes. The roundabout design encourages safer driver behaviour and provides clearly defined pedestrian crossing points, making it easier and safer for pedestrians to cross. Improved street lighting will also enhance visibility at night, further reducing the risk of crashes and improving safety for all road users. 

Will traffic be slower after the roundabout is built?

Traffic speeds through the intersection will be lower, which is intentional to help improve safety.
