Shellharbour's Community Strategic Plan is now on exhibition
A set of key strategic planning documents for the community collectively known as the Integrated Planning and Reporting (IP&R) Suite has been unanimously endorsed by Shellharbour City Council for public exhibition.
Council has simplified these complex and lengthy documents into easy-to-read guides and fact sheets, making it simple for residents to understand and provide feedback that will help shape the future of Shellharbour.

A set of key strategic planning documents for the community collectively known as the Integrated Planning and Reporting (IP&R) Suite has been unanimously endorsed by Shellharbour City Council for public exhibition.
Council has simplified these complex and lengthy documents into easy-to-read guides and fact sheets, making it simple for residents to understand and provide feedback that will help shape the future of Shellharbour.
“It’s vital that we continue the feedback process with these important strategic document drafts to ensure the community’s interests are truly represented,” Shellharbour City Mayor Chris Homer said.
“I’m urging the community to review the IP&R plans, to have their say and share their opinions on the future of Shellharbour.”
The suite of documents includes the Draft Community Strategic Plan (CSP) 2025-2035, Draft Delivery Program 2025 –2029, Draft Operational Plan 2025-2026 and Draft Resourcing Strategy 2025-2035.
The IP&R framework is a legislative requirement that helps Council listen to community ideas and set clear goals based on their needs.
The CSP provides a 10-year vision setting out the community’s goals for the future of the City, with community engagement playing a significant part in helping create the draft.
Council received 845 pieces of feedback between May 2024 – October 2024 that contributed to the draft currently on public exhibition.
The four-year Delivery Program and one-year Operational Plan details specific projects, programs and activities Council will undertake and outlines the strategies of how community goals will be achieved.
The Operational Plan has a strong focus on financial sustainability and asset renewal, supported by a detailed budget, which sets out rates, fees, and charges for the upcoming financial year.
“Our vision for Shellharbour is clear; growing together to create a connected and sustainable City,” Mayor Homer said.
“We look forward to working with the community to continue building a City that reflects our shared aspirations.”
