About The Project

To maintain safe aviation operations at Shellharbour Airport, Shellharbour City Council is progressing with vegetation management works in accordance with the Civil Aviation Safety Authority (CASA) regulations (MOS 139). These works aim to ensure compliance with the Obstacle Limitation Surface (OLS) – height guidelines that help keep airspace around the airport clear of obstacles.

Background

  • In November 2023, Council completed a LiDAR survey to identify any vegetation or structures breaching the OLS.
  • In May - June 2024, an independent arborist assessment was undertaken to evaluate the significance, health and structure of trees within the affected areas.
  • Based on these assessments, a Vegetation Management Plan was developed, identifying trees for removal or replacement.
     

Where Will the Works Take Place?

Tree removal will occur in public green spaces adjacent to Albion Park Train Station, including Rotary Park & Railway Park.

These trees have been identified as penetrating the OLS and have been deemed unsafe for aviation procedures at Shellharbour Airport. Removal works are scheduled to begin on 28th April 2025, pending weather conditions and necessary approvals. Works are expected to take approximately 5–7 days, and will be carried out by All Round Trees & Garden Care Pty Ltd.

Environmental Management and Replanting

Council is committed to replacing and regenerating the area with suitable vegetation:

  • 61 new trees will be planted along the Rotary Park and the adjacent Creek Corridor, as part of a broader landscape regeneration program.
  • Offset planting will also occur in local bush regeneration areas at a 2:1 ratio – two plants for every tree removed.

Council is also working collaboratively with private property owners within the OLS zone to support vegetation management and ensure safe compliance across the broader airport area.

What is the Obstacle Limitation Surface (OLS)?

The OLS is a set of surfaces that define height limits for trees, buildings, and other structures near an airport. These surfaces help ensure the safe operation of aircraft during take-off, landing, and flight.

What is CASA?

The Civil Aviation Safety Authority (CASA) is Australia’s national aviation regulator. CASA sets safety standards and ensures compliance across airports, airlines, and related infrastructure.

Who conducted the arborist assessment?

Council engaged external consultants Enviro Trees, who provided a certified AQF Level 8 arborist to assess the identified vegetation and provide a detailed report in June 2024.

Why are the trees being removed?

The report found that several trees breach the OLS and are rated as Low Retention Value under the Arboriculturists of NSW rating system. This classification considers tree health, structure, lifespan, visual value, and environmental contribution. The report recommends removal rather than extensive pruning or “topping,” which can compromise tree structure and increase maintenance costs.

Is there a map showing which trees are being removed?

This map outlines the percentage of trees being removed in each nominated Zone.

Will the works disrupt me getting to and from Albion Park Railway Station?

No, the works should not interfere with NSW public transport routes, access to public amenities, or access to the train station.

Access and Safety During Works

  • Temporary fencing, detours, and signage will be in place to ensure public safety.
  • Traffic controllers will assist with pedestrian and vehicle movement if required.
  • Access to Rotary Park public toilets will be available via the carpark only. Access from the Princes Highway will be temporarily closed.
  • No disruptions are expected to rail or road traffic in the area.
