Council is undertaking road safety improvement works, as part of a new program delivered in partnership with Transport for New South Wales (TfNSW).  

The Road Safety Program will feature a series of traffic management treatments, including speed cushions and entry thresholds, installed across High Pedestrian Activity Areas (HPAA) to slow vehicle speeds and enhance pedestrian safety. 

Stage 1 commenced in late July for Shellharbour Village, Warilla Grove and Warilla CBD. Works include:

Speed Zone Changes

Following the installation of the safety measures above, a number of speed limits will be reduced across Shellharbour Village, Warilla Grove and Warilla CBD. 

Shellharbour Village 

From Monday 23 October 2023, the speed limit will drop from 40 km/h to 30 km/h on Addison Street.
The surrounding school zones will also be reduced from 40 km/h to 30 km/h. These include the school zones on Addison Street, Mary Street, Town Street, Adelaide Street, Wentworth Street and Wilson Street.

This 30 km/h speed limit will apply at all times, whether school zones are in force or not.

Warilla Grove

From Monday 23 October 2023, the speed limit will drop from 50 km/h to 30 km/h for 280m of Woolworths Avenue and 90m of Commerce Drive.

Warilla Town Centre

From Monday 23 October 2023, the speed limit will drop from 40 km/h to 30 km/h on George Street, Beverley Avenue, Susan Avenue, Brian Avenue, Queen Lane, McKeon Lane and Terry Avenue.

What is a Speed Cushion?

Speed cushions are either speed humps or speed tables that aim to reduce car speeds. They are designed to allow large vehicles, including buses, emergency vehicles and trucks to pass unaffected, and also reduce noise that is produced from travelling over typical speed humps.  

What is an Entry Threshold?

Threshold treatment or entry thresholds are mid-block traffic calming devices that raise the entire wheelbase of a vehicle to reduce traffic speed and aim to alert drivers that they are entering a changed driving environment such as a High Pedestrian Activity Area (HPAA). Shellharbour has adopted 8m wide x 4m deep entry thresholds to allow cyclists to ride between the kerb and gutter and the threshold. The threshold design produces minimal noise from vehicles passing over them. 

Why have these treatments been chosen?

The different road environment helps alert drivers to the lower speed limit and the presence of pedestrians moving about or near the road. This creates a safer road environment for all road users, particularly for pedestrians, cyclists and children. 

Managing speed, in accordance with safe system principles, is a key component in managing pedestrian safety. Research and scientific analysis show that a pedestrian hit by a car travelling at 40 km/h has twice the chance of surviving the collision than if the car was travelling 50 km/h. Travelling speeds higher than 40 km/h greatly increases the risk of injury and death to pedestrians. 

Shellharbour Council, in partnership with TfNSW design and implement the schemes in accordance with the Transport for NSW (TfNSW) guidelines for either a 30kph or 40km/h zones. 

How will the works affect my street on the day of the installation?

Installations will have minimal impact on adjoining streets. There will be minor traffic changes that will be managed by traffic controllers where necessary.
